It can. People who live in arctic climates tend to have different ratios of body fat because of the need to keep warm. Faces may appear rounder, and statures may be shorter. Being more compact conserves heat and is easier to clothe.
Again, if someone lives in a hot desert region, body fat may be diminished. The sun might callous the exposed skin. A person may get more wrinkled skin with the sun burning on a regular basis.
Extremes may cause variations on a short-term basis.
Our bodies, over generations, tend to become more adaptive to the climates in which we live, and that can be seen by the variety of colors, shapes and sizes of certain populations.
